Norma R. Milligan, 68, of 801 Sahara Street, Harrisburg, IL died Sunday November 6, 2016 at 10:45 am in Deaconess Hospital in Evansville, IN. Visitation will be held Wednesday November 9, 2016 from 5 to 7 pm at Felty Funeral Home in Carrier Mills, IL. Cremation will follow. In lieu of flowers, Memorials my be left to the funeral home to help with funeral expenses. Private services will be held at a later date. She was born on July 1, 1948 in Pope County, Illinois to the late James Monroe and Wilma (Duncan) Gibbs. She is survived by 2 Sons: Kenny (Dana) Tanner and Robert (Betty) Tanner both of Harrisburg, IL; Daughter: Marie Milligan of Harrisburg, IL; Sister: Barbara (Cletus) Killman of Harrisburg, IL; Brother: Gary Gibbs, of Raleigh, IL; 6 Grandchildren: Kailu Tanner, Brandon, Tanner, James Tanner, Nikki Severs, Levi Frayser and Faleasha Frayser; 5 Great Grandchildren: Luca Watson, Aiden Bennett, Nate Frayser, Jazzmyn Roberts and Lucas Isom; Friend and former Husband Leroy Milligan of Harrisburg, IL and several nieces and nephews including Ann Hast of Henderson, NV. She was preceded in death by Brother: Bill Gibbs.
